The four princes other than Ryuuki-sama, fought hard in their attempt to take the throne. The struggle evolved into civil war, goverment could no longer be run properly, and the Imperial Courts ceased to function. The one's to have problems were the people. It was only natural that the country would fall into ruin as the Imperial Courts stopped functioning.
Man:	What do you mean you can't pay?
Man:	If you don't have money, then forget it!
Man:	Just what's with that price? That's extortion!
Man:	It can't be helped! We're not getting anything in!
Shouka:	And then, to make matters worse, drought and flood hit the capital. Plague and famine ran rampant.
